This department is responsible for the administration. It provides services to line management as a business and strategic partner working hand in hand with the Office of the Municipal Manager. The Department covers the following functions:


  • Provide Council Support function and meetings management (minutes taking, agenda distribution, implementation of council resolutions)
  • Front desk administration and general customer enquiries  
  • Registry and records management (filling system, incoming & outgoing correspondence) 
  • Auxiliary services (Security services, office cleaning & general office maintenance) 
  • Switchboard services 
  • Cemetery management (burial recordings )

Community Services

  • Facilities management (municipal buildings)
  • Lease and Contracts management
  • Advertising and media liaison 
  • Library Services 
  • Health and Social Services

Information Communication Technology (ICT)

  • Monitoring of calls and management of Telephone system
  • Internet, email support and website administration 
  • End-user support
  • Installation and configuration of software; 
  • Information and data security administration; 
  • Management and maintenance of network functions


  • Handles Human Resource development and Labour relations matters
  • Ensure compliance to HR Policies and procedures;
  • Representing the Municipality in all matters of dispute resolution and consultation;
